POH: The Church of St Michael (SMC) hosted an awareness talk on the Perak Constitution on May 8, a day after the fracas at the Perak State Assembly. Organised by the Parish Human Development Committee (PHDC), the talk was presented by Cheang Lek Choy, a local practising lawyer.

In his opening address, the PHDC Chairman Albert Lim, made it clear that the talk was strictly non-partisan and was simply meant to be a presentation of facts based on the provisions of the Perak Constitution. Based on these facts, it was up to the people to draw their own conclusions on the political and legal impasse in the state.

Cheang gave an excellent bilingual treatise on the usually dry subject of constitutional law by taking the participants through the relevant sections of the Perak Constitution and Standing Orders.

His witty examples made it easy for laypeople to relate to the provisions.

With four legal suits pending the decision of the courts, the speaker also touched on the relevant case law, judicial precedents and the traditional separation of the role of the legislative and judiciary. After the talk, Cheang was presented with a token of appreciation by Fr Michael Cheah, SMC’s parish priest.

In conclusion, the capacity crowd at the awareness talk can be said to be a reflection of the concern of ordinary Perakeans regarding the ongoing political and legal turmoil in Perak. —
